The State owns all natural resources including fisheries, and maintains full control over their development and use. While the government can partner with Filipino citizens or corporations for resource development, these agreements cannot exceed 25 years (renewable for another 25).
The State must protect marine wealth in archipelagic waters, territorial sea, and Exclusive Economic Zone (EEZ) for exclusive use by Filipino citizens.
Congress may permit small-scale utilization by Filipino citizens and cooperative fish farming, with priority given to subsistence fishermen in local waters.

The State must protect the rights of local subsistence fishermen to have preferential use of community marine and fishing resources, both inland and offshore.
