they were in charge of the weimar government and decided how became the chancellor also they were able to pass laws by decree 

they were head of the government and chose the ministers 

they were the most important government officials who did made most of the important decisions 

the parliament at this time were made up of two houses the rich stag and the reichsrat and parties were selected to be in these houses through proportional representation 

this was the more powerful of the two houses and the members were elected by the general public at least once every four years these were the people who controlled taxes 

this was the less powerful of the two houses and although members were also elected every four years or so thos represented each region of German where the larger regions sent in more members 

all German citizens both members and women above the age of 21 were able to vote for parliment

it enabled more people ro vote as well as using a more fair system of proportional representation this prevented one party from having too much power 

what were the strengths of the construction 

proportional representation also had some downsides for example it prevented the partys from becoming powerful which may seem like a good thing however it led to a weak government and with a weak government the president was able to use artical 48 to gain more control and make laws
